The Government of the Maldives and La Compagnie Benjamin de Rothschild (CTBR) have agreed a strategic partnership to take-forward the country’s pledge to become carbon neutral by 2020.

The exclusive agreement was inked on Monday, during a meeting between President Nasheed and Baron Benjamin and Baroness Ariane de Rothschild at Chateau de Pregny, the Rothschild’s Geneva residence.

Environment Minister Mohamed Aslam signed the agreement on behalf of the Maldives; Baron Benjamin de Rothschild signed on behalf of CTBR, and Baroness Ariane de Rothschild signed on behalf of BeCitizen, the Rothschild’s environmental advisory arm.

Under the agreement, CTBR will be mandated to secure international finance to fund a carbon footprint audit and Master Plan for the Maldives. Once funding is secured, BeCitizen will undertake a two-month assessment of the Maldives’ “carbon footprint,” detailing emissions from all sectors of the economy, including transport, housing, tourism, energy production and waste management.

Once the audit of the Maldives’ carbon footprint is complete, BeCitizen will develop a detailed Carbon Neutral Master Plan, which will outline precisely how the Maldives can meet its 2020 carbon neutral goal. The carbon audit and the Carbon Neutral Master Plan are due to be completed during 2010.

CTBR will then assist the Government, where requested, to secure international finance and investors to implement the various projects, such as wind farms, waste recycling plants, sustainable transport solutions, foreseen in the Master Plan. The projects will be conceived, structured and implemented as Public Private Partnerships (PPPs). Finance will be sourced from international financial institutions such as the World Bank and the IFC, private investors and international markets.

Speaking after the signing of the agreement, President Nasheed said:

“The Maldives wants to set an example, by demonstrating that a country can develop without having to pollute the planet. After all, it is not carbon we want but development, it is not coal we want but electricity, it is not oil we want but transport. The Maldives aims to grow but we want our growth to be green.

“With the 250 year old financial expertise and reach of the Rothschilds, and the environmental know-how of BeCitizen, I am confident this partnership will enable the Maldives to make rapid inroads into its national carbon footprint.”
Benjamin & Ariane de Rothschild added:

“We congratulate the Maldives Government and the people of Maldives on their ambition to become one of the first states to be Carbon Neutral. Such a statement of intent is not only important for reasons of moral leadership in tackling climate change – the greatest challenge facing the world today – but also because it places the Maldives at the head of the pack in the transition to a low-carbon world.

“Together, the joint efforts the of Maldives government, its people, and The Edmond de Rothschild Group will make this ambitious objective a reality by 2020.

CTBR, which manages assets of around 20 billion US$, is one of the financial arms of the Edmond de Rothschild Group, heir to one of the most famous names in global banking and finance, which has nearly 137 billion US$ under management, and employs 2,500 professionals in more than 30 offices worldwide. BeCitizen is a strategic and environmental finance company and is majority owned by CTBR.

In March 2009, President Nasheed announced the Maldives’ intention of becoming the world’s first carbon neutral country by 2020. Under the Copenhagen Accord, the Maldives also made a unilateral commitment to become carbon neutral by 2020, in effect, reducing its net greenhouse gas emissions by 100%.

Simon Linnett, Executive Vice-Chairman of Rothschild, has called for a new international body, the World Environment Agency, to regulate carbon trading.

In a recently published paper, Trading Emissions, for the Social Market Foundation, Mr Linnett argues that the International problem of climate change demands an international solution.

Unless governments cede some of their sovereignty to a new world body, he says, a global carbon trading scheme cannot be enforced and regulated.

"An urgent global response." This was how Nicolas Stern described the problem of carbon dioxide emissions, in his recent review of the economics of climate change. The sense of an impending crisis infuses our all debates on this issue.

The human causes of climate change are now well established. The overall measures we must take - a reduction of our emissions - is painfully obvious.

But like a group of rabbits caught in the headlights, our actual means of escape remain unclear. We know what our end goals are, but how do we get there? How can governments achieve delivery?

The first step must be to recognise the scope of the problem. Unlike other pollutants, such as litter or nuclear waste, CO2 emissions have impact on a global level - and only on a global level.

This means we have to deal with the issue internationally. The problem is literally too big for any one country to handle. Old alliances, divisions and 'special relationships' are a meaningless hindrance.

I believe it is essential that governments and the private sector work together to solve the problem. As a banker, I suppose I would say that, but only such a partnership will we be able to harness what Al Gore called the multitude of little solutions, which all add up to a better outcome.

Only the private sector can successfully develop those solutions, but only governments can provide a framework for them to be applied internationally.

As a banker, I also welcome the fact that the 'cap-and-trade' system is becoming the dominant methodology for CO2 control. Unlike taxation, or plain regulation, cap-and-trade offers the greatest scope for private sector involvement and innovation.

Furthermore, taxation and regulation can only be levied at local or national levels, whereas cap-and-trade can operate on a global level. And remember, the problem is global.

But for the private sector to participate enthusiastically in a global carbon trading market, governments must collectively establish a robust framework within which trading can occur. It must be long, loud and legal:

Long: it is going to be around for a long time;

*
Loud: it will be the dominant mechanism for sponsoring changes in behaviour and we are going to make this perfectly clear to the world's people; and

*
Legal: we will enforce it through law.

A key implication of creating a legal yet global system of trading, is the loss of sovereignty it implies. Governments must be prepared to allow some subordination of national interests to this world initiative, on the issue of emissions. This need not mean a new system of government, above individual nations.

But it would mean a change to the way treaties are agreed and worded. Instead of saying "we will cut emissions by x per cent by date y" (pledges which are inevitably broken), such statements will have to morph to "we will make our contribution to a scheme which cuts, across certain industries and gases, emissions by x per cent by date y."

The European nations already do this, on certain issues, yielding sovereignty to the EU. And in time, the EU itself will eventually have to yield to a larger body - one which includes the economic powerhouses of India and China.

The cynicism that greets such programmes is well known, since the Asian economies seem bent on rapid expansion. However, I believe that both India and China will soon recognise the benefits of joining a global carbon trading scheme.

First, a properly constituted, one-member-one-vote system would mean that they have a proper 'say'. More importantly, since the allocation of the emissions cap might trend towards recognising world populations rather than current levels of emission, both countries would stand to gain a great deal.

If emissions trading could expand into different areas of economic activity, so too could its message. When an individual receives an electricity bill, they will come to know what the cost of turning on the gas or a light was to the environment.

Perhaps they will gain a new appreciation of their burden on the broader world. Similarly, if the scheme were to expand geographically to include India, China and, ultimately, the US, so too could the prospect be realised of such allowances becoming the reserve currency of the world, taking over that role held for most of the 20th century by gold.

So emissions trading could establish a new world order for a sustainable planet, one based on the sharing of the earth's ability to absorb harmful emissions. To allocate that 'resource' fully and properly will, in turn, require resourcefulness and imagination across the globe.

Story on Mystery Substance Distracts from Fact Fluoride is a Deadly Killer

The “investigative” team at WCVB TV in Boston ran a story yesterday about an unknown substance in fluoride imported from China. “Team 5 Investigates found the Amesbury Water Department pulled fluoride from its system amid concerns about its supply from China,” the news station reported. “Department of Public Works Director Rob Desmarais said after he mixes the white powder with water, 40 percent of it will not dissolve.” Desmarais said the residue clogs his machines and makes it difficult to get a consistent level of fluoride in the town’s water.

In the video report below, WCVB mentions melamine in food products and the heavy metal cadmium in toys imported from China while completely ignoring the larger and more important issue — fluoride is an extremely dangerous toxin that kills.

“Fluoride is added to the water most of us drink because the government believes it’s a safe and inexpensive way to prevent tooth decay.”

Fluoride does not prevent tooth decay. According to numerous studies, water fluoridation actually increases tooth decay. The AMA and others fallaciously claim that fluoride added to over 62% of U.S. water supplies reduces tooth decay. However, no less than six studies from dental journals show it does not and, in fact, may increase the likelihood of dental cavities.

Exposure to fluoride often results in dental fluorosis. Large numbers of U.S. young people — estimated up to 80 percent in some cities — now have dental fluorosis, the first visible sign of excessive fluoride exposure. Dental fluorosis consists of damage to tooth-forming cells, leading to a defect in tooth enamel. It is also an indicator of fluoride damage to bones.

WCVB TV’s own report reveals that fluoride is a deadly chemical. Near the beginning of the video, we are shown an industrial sized bag of fluoride at the Amesbury Water Department. “Sodium Fluoride,” a label on the bag warns, “Danger! Poison-Toxic by Ingestion.” The label states the chemical targets the heart, kidneys, bones, central nervous system, the gastrointestinal system, and teeth.

Studies reveal fluoride also attacks the immune and respiratory systems. It negatively affects blood circulation and accumulates in the bones. It attacks thyroid function. Fluoride also accelerates aging. Austrian researchers proved in the 1970s that as little as 1 ppm fluoride concentration can disrupt DNA repair enzymes by 50%. When DNA can’t repair damaged cells, advanced aging occurs. Researchers from Harvard University and the National Institutes of Health knew in the 1960s that fluoride disrupted collagen synthesis and increased aging.

Instead of the in-your-face danger of fluoride presented in the “investigative” news report, the intrepid reporters at WCVB concentrate on the mystery substance from China and connect it to melamine and cadmium. Talk about missing the forest for the trees.

The fluoride added to 90% of drinking water is hydrofluoric acid which is a compound of fluorine that is a chemical byproduct of aluminum, steel, cement, phosphate, and nuclear weapons manufacturing. “In this form, fluoride has no nutrient value whatsoever. It is one of the most caustic of industrial chemicals. Fluoride is the active toxin in rat poisons and cockroach powder,” notes Prevent Disease.

Moreover, hydrofluoric acid is used to refine high octane gasoline, to make fluorocarbons and chlorofluorocarbons for freezers and air conditioners, and to manufacture computer screens, fluorescent light bulbs, semiconductors, plastics, herbicides, and remarkably toothpaste.

Fluoride is a big time neurotoxin. Substantial research reveals it results in widespread brain damage and learning disabilities. Extensive research on fluoride and the brain has been prompted by studies from China, India, Iran, and Mexico discovering that elevated levels of fluoride exposure are associated with IQ deficits in children.

“Repeated doses of infinitesimal amounts of fluoride will in time reduce an individual’s power to resist domination, by slowly poisoning and narcotizing a certain area of the brain, thus making him submissive to the will of those who wish to govern him,” the chemist Charles Perkins wrote to the Lee Foundation for Nutritional Research in Milwaukee, Wisconsin, on 2 October 1954.

Perkins explained how the Nazis exchanged ideas with the Russians on mass medication of a population through drinking water prior to invading Poland in 1939. “I was told of this entire scheme by a German chemist who was an official of the great IG Farben chemical industries and was also prominent in the Nazi movement at the time. I say this with all the earnestness and sincerity of a scientist who has spent nearly 20 years’ research into the chemistry, biochemistry, physiology and pathology of fluorine — any person who drinks artificially fluoridated water for a period of one year or more will never again be the same person mentally or physically.”

Both Nazi and Soviet concentration camps maintained fluoride administration to inmates to decrease resistance to authority.

However, of vital importance to our eugenics-minded rulers, fluoride has repeatedly been found to interfere with reproduction. “A few human studies suggested that high concentrations of fluoride exposure might be associated with alterations in reproductive hormones, effects on fertility, and developmental outcomes,” the National Research Council reported in 2006. In 1994, the Journal of Toxicology and Environmental Health published a study demonstrating a correlation between fluoride and reduced fertility and birth rates.

Fluoride is no longer confined to drinking water. According to the Agricultural Research Service, as of 2004 fluoride was present in 400 separate food and beverage items.

None of this was mentioned in the WCVB TV news report. Instead we are told to worry about melamine and cadmium, both certainly dangerous but nowhere approaching the threat level posed by massive fluoride poisoning.

As for the story researchers at WCVB TV, one has to wonder if maybe their cognitive ability to get to the bottom of the real story was seriously affected by a lifetime of fluoride ingestion.

Antony C. Sutton — Feb. 14, 1925 - June 17, 2002
Antony Sutton has been persecuted but never prosecuted for his research and subsequent publishing of his findings. His mainstream career was shattered by his devotion towards uncovering the truth. In 1968, his Western Technology and Soviet Economic Development was published by The Hoover Institute at Stanford University. Sutton showed how the Soviet state's technological and manufacturing base, which was then engaged in supplying the North Vietnamese the armaments and supplies to kill and wound American soldiers, was built by US firms and mostly paid for by the US taxpayers. From their largest steel and iron plant, to automobile manufacturing equipment, to precision ball-bearings and computers, basically the majority of the Soviet's large industrial enterprises had been built with the United States help or technical assistance.

Professor Richard Pipes of Harvard said in his book, Survival Is Not Enough: Soviet Realities and America's Future (Simon & Schuster;1984): "In his three-volume detailed account of Soviet Purchases of Western Equipment and Technology . . . [Antony] Sutton comes to conclusions that are uncomfortable for many businessmen and economists. For this reason his work tends to be either dismissed out of hand as 'extreme' or, more often, simply ignored."

The report was too much and Sutton's career as a well-paid member of the academic establishment was under attack and he was told that he "would not survive".

His work led him to more questions than answers. "Why had the US built-up it's enemy? Why did the US build-up the Soviet Union, while we also transferred technology to Hitler's Germany? Why does Washington want to conceal these facts?"

Sutton, following his leads, proceeded to research and write his three outstanding books on Wall Street, FDR, the Rise of Hitler, and The Bolshevik Revolution. Then, someone sent Antony a membership list of Skull and Bones and "a picture jumped out". And what a picture! A multigenerational foreign-based secret society with fingers in all kinds of pies and roots going back to 'Illuminati' influences in 1830's Germany.

The goal of the Sentient World Simulation (SWS) is to build a synthetic mirror of the real world with automated continuous calibration with respect to current real-world information, such as major events, opinion polls, demographic statistics, economic reports, and shifts in trends. The ability of a synthetic model of the real world to sense, adapt, and react to real events distinguishes SWS from the

Physical Control of the Mind: Towards a Psychocivilized Society
In 1969 Dr Jose Delgado, a Yale psychologist, published a book: “Physical Control of the Mind: Towards a Psychocivilized Society”. In essence, he displayed in practical demonstrations how, by means of electrical stimulation of the brain which had been mapped out in its relations between different points and activities, functions and sensations, - by means of electrical stimulation, how the rhythm of breathing and heartbeat could be changed, as well as the function of most of the viscera, and gall bladder secretion. Frowning, opening and closing of eyes and mouth, chewing, yawning, sleep, dizziness, epileptic seizures in healthy persons were induced. The intensity of feelings could be controlled by turning the knob, which controlled the intensity of the electric current. He states at the end of his book the hope that the new power will remain limited to scientists or some charitable elite for the benefit of a “psychocivilized society.”

In January 2000 the Lockheed Martin neuroengineer Dr John D. Norseen, was quoted (US News and World Report, 2000) as hoping to turn the electrohypnomentalaphone, a mind reading machine, into science fact. Dr Norseen, a former Navy pilot, claims his interest in the brain stemmed from reading a Soviet book in the 1980’s claiming that research on the mind would revolutionize the military and society at large. By a process of deciphering the brain’s electrical activity, electromagnetic pulsations would trigger the release of the brain’s own transmitters to fight off disease, enhance learning, or alter the mind’s visual images, creating a ‘synthetic reality’. By this process of BioFusion, (Lockheed Martin, 2000) information is placed in a database, and a composite model of the brain is created. By viewing a brain scan recorded by (functional) magnetic resonance imaging (fMRI) machine, scientists can tell what the person was doing at the time of recording – say reading or writing, or recognise emotions from love to hate. “If this research pans out”, says Norseen, “you can begin to manipulate what someone is thinking even before they know it.” But Norseen says he is ‘agnostic’ on the moral ramifications, that he’s not a mad scientist – just a dedicated one. “The ethics don’t concern me,” he says, “but they should concern someone else.”

Terrorist senarios dreamed up in wow [excuse to play wow]

Steven Aftergood, the Federation of the American Scientists analyst who’s been following the intelligence community for years, wonders how realistic these sorts of scenarios are, really. "This concern is out there. But it has to be viewed in context. It’s the job of intelligence agencies to anticipate threats and counter them. With that orientation, they’re always going to give more weight to a particular scenario than an objective analysis would allow," he tells Danger Room. "Could terrorists use Second Life? Sure, they can use anything. But is it a significant augmentation? That’s not obvious. It’s a scenario that an intelligence officer is duty-bound to consider. That’s all."

Toavs, for one, believes that spies will have to spend more time in virtual worlds like WoW, if they want to have a hope of keeping tabs on what goes on inside ‘em.
Which means, some day soon, we might find secret agents in World of Warcraft, along with the druids and orcs and night elves.

PARTNERSHIP PROGRAM OVERVIEW

The goal of the U.S. Census Bureau’s partnership program is to combine the strengths of state, local, and tribal governments, community-based organizations, faith-based organizations, schools, media, businesses and others to ensure an accurate 2010 Census. These governmental and private sector businesses and organizations know their local conditions and circumstances better than the Census Bureau and have the connections in the local community to encourage and mobilize participation in the census.

Our partnership program is an integral part of the 2010 Census communications campaign, strategically designed to work in tandem with every other component throughout each phase of the campaign. At the local level, regional partnership specialists’ ultimate goal is to recruit, train, support and advise trusted local leaders who will use their influence and existing networks to motivate their constituents to participate in the 2010 Census. Our partners carry the message to members of their communities that participating in the census is important, it is safe, and it is essential to serve local needs.

The regional partnership program is enhanced by our work with national partners. National organizations can wield tremendous influence with local affiliates, chapters, members and communities through leadership and endorsements. National corporations can also be helpful by supporting the census in their products and stores and by getting the word out to their employees and customers. Census Bureau headquarters staff are developing partnership agreements with hundreds of major corporations such as Comcast, Sprint and Target, and national organizations such as the National Association of Latino Elected and Appointed Officials, the National Association for the Advancement of Colored People and the Asian American Justice Center.


WHAT 2010 CENSUS PARTNERS DO AND DON’T DO

2010 Census partners are expected to be visible and trusted voices in the communities they serve. Partners use 2010 promotional materials such as drop-in articles in newsletters, mailings, and Web sites, encourage employees and constituents to complete and mail in their questionnaires, display and distribute 2010 Census promotional materials, sponsor community events to promote the census, urge community members to apply for census jobs and distribute and display recruiting materials. Census partners are not Census employees and have no responsibility for counting, collecting or processing census data.


PARTNERSHIP SELECTION CRITERIA

The selection of 2010 Census partners is extremely important. While not Census employees, partners are advocates for census cooperation and participation. They serve as trusted voices within their communities and are critical to our strategy to count everyone once, only once, and in the right place. During partnership training, detailed information is given to partnership specialists about the type of partners the Census Bureau should and should not seek partnership agreements with. Prior to obtaining a formal partnership agreement, partnership specialists also research potential partners and meet with them to learn more about the support and outreach activities the organizations can provide to help ensure an accurate count of their constituents.

Partnership specialists develop and nurture relationships with local, regional and national non-governmental organizations, businesses, respected community groups and trusted community leaders. Specific attention is always paid to targeted areas that have been identified as having traditionally undercounted populations.

Census Bureau staff at the regional and national level use the following guidelines and criteria when identifying potential 2010 Census partners.

Select partner organizations that:
Promote the goals of the Integrated Communications Campaign to:
o Increase mail response,
o Improve accuracy and reduce the differential undercount, and
o Improve cooperation with enumerators.
Reach and motivate households and individuals, particularly those who live in hard-to-count areas.
Have communications vehicles designed to reach their members and/or constituents.
Agree to take ownership of the outreach process to their members and/or constituents.
Have influence and respect in their community.
Are viewed as “trusted voices” by their community.

Do not select partner organizations that:
Are not trusted or are viewed negatively within the community, such as a company or organization located within an African American community that has a negative reputation for mistreatment of African Americans or other population groups.
Produce products that may create a negative connotation for the Census Bureau, such as sexually related products.
Could distract from the Census Bureau’s mission.
May make people fearful of participating in the Census, such as groups that espouse violence or hate-crimes or extreme anti-immigrant views.

Partnership specialists are trained to consult with management if they are in doubt about the choice of an organization or corporation as a 2010 Census partner. When expressing concerns to management about a potential partner, the staff member outlines the concerns that caused them to doubt the validity of a potential partner organization choice. We fully utilize the expertise and experience of regional management staff and Regional Directors during this process, since they know best the organizations that will or will not resonate with the hard-to-count populations in their regions.

Prior to obtaining a formal partnership agreement, partnership specialists also research potential partners and meet with them to learn more about the outreach activities the organization can provide to help ensure an accurate count of their constituents.


PARTNER ORGANIZATION ACTIVITIES

The bullets below describe the various activities that partner organizations are asked to consider doing in support of the 2010 Census.

Issue a public endorsement for the 2010 Census and send an endorsement to members, chapters or affiliates.
Use 2010 Census drop-in articles, messages and logos in newsletters, mailings, and other in-house communications (such as e-mail, internal or external Web site, etc).
Organize and/or serve as a member on a Complete Count Committee.
Provide a translator and/or translate 2010 Census materials.
Display and/or distribute 2010 Census promotional materials.
Volunteer or participate in Census Bureau-sponsored events.
Donate space for 2010 Census advertisements.
Identify job candidates and/or distribute and display recruiting materials.
Provide space to test job applicants and train new employees.
Provide space for Be Counted sites and/or Questionnaire Assistance Centers.
Appoint a liaison to work with the Census Bureau.
Write 2010 Census editorials.
Provide speaking opportunities and exhibit space at conferences or trade shows.
Participate in a Speakers Bureau for the 2010 Census.
Encourage employees and constituents to complete and mail their questionnaire.
Provide volunteers for 2010 Census promotional events.
Put the 2010 Census on the agenda at meetings and/or allow presentations by Census staff.
Sponsor community events to promote participation in the 2010 Census.
Allow the Census Bureau to post the organization’s name on the 2010 Census Web site.

Circumcision: Zimbabwe's latest anti-HIV weapon

Lovemore bravely looks on at the work of the doctor and nurse as they perform the circumcision.

"It's numb, man, I can't feel a thing," he says.

"It reduces the risk of transmitting HIV, so whatever's needed for me to be safe, I've got to do it. But I intend to remain faithful to my wife."

Lovemore is one of about 3,000 men who have been circumcised since Zimbabwe's government launched a programme in mid-2009.

In the next eight years the government aims to carry out the operation on 80% of all young men in the country - three million people in all.

Circumcision is not widely practised among Zimbabwe's cultural and religious groups, but the centuries-old procedure is now regarded as a key weapon in the country's fight against the spread of
.

Trials in Kenya, Uganda and South Africa have shown that the operation, in which the foreskin is removed from the penis, reduces by 60% the risk of a man contracting HIV - the virus that causes Aids.

Condoms and abstinence

Zimbabwe has one of the highest HIV prevalence in the world - 13.7% in the 15 to 49 age group according to
statistics from 2009.

The government says the figures have been improving since 2007, when prevalence was more than 18%.

Officials say this is largely due to promotion of condoms, abstinence, and faithfulness to one partner.

Talent, who is 20 years old and single, is well informed of the risks of contracting HIV and is prepared to have the surgery. He is also aware of the abstinence message.

"I'm doing it for sexual hygiene, I understand that it reduces the risk of you getting infected with HIV," he says.

"But it doesn't permit you to then go and sleep around."

But some revellers at a Harare nightclub were less well-informed about the procedure.

"I'm really concerned about whether you'd live after the operation, because some people bleed to death," said one young man.

"It's a dangerous operation from what I've heard."

And 25-year-old Methembe is completely against the idea.

"I won't get circumcised, never. It would affect my sexual appetite. But for those who want, it's their choice," he said.

"Get circumcised, but you must still use condoms. Those people who are queuing for the operation believe that they will be immune to HIV, but they must know that they should also use condoms."

'Most effective'

Patients are given counselling and HIV testing before undergoing the operation, which is free of charge.

Those who test positive are advised not to have the surgery, as it could be bad for their health.

Circumcision reduces the risk of HIV infection because the inner layer of the foreskin is particularly susceptible to tearing and abrasions during sex, allowing the virus to enter the bloodstream more easily.

Dr Karin Hatzold, whose US-based group
sponsors the project, says circumcision will have a huge effect.

"It's the most effective intervention that we know today which can really save a lot of lives in terms of HIV acquisition," she says.

"But 60% is not 100%, so male circumcision should not be sold as the magic bullet.

"All the other behaviour interventions [such as abstinence and faithfulness] as well as the use of male and female condoms are as important, so they should all be used together."

Frank Charles Carlucci III has been a member of the Council on Foreign Relations since at least 1995.

Carlucci is a director on United Defense Industries (the United States' largest defense contractor), which is owned by the Carlyle Group, a merchant bank based in Washington, D.C., of which Carlucci is the chairman. Carlucci joined Carlyle in 1989.

Carlucci is both a trustee of the RAND Corporation and co-chair of the RAND Center for Middle East Public Policy (CMEPP), which "sets the standard for research and analysis on the Middle East

Carlucci served a long career with the U.S. Government. He was a Foreign Service Officer from 1956 to 1980. Government service included positions as Deputy Secretary of Defense (1980-82), Deputy Director of Central Intelligence (1978-80), Ambassador to Portugal (1975-78), Under Secretary of Health Education and Welfare (1973-75), Deputy Director of OMB (1970-72), and Director of the Office of Economic Opportunity (1969).

"Mr. Carlucci is Chairman Emeritus of both Nortel Networks and the Carlyle Group. He also is affiliated with distinguished think tanks including the RAND Corporation (a member of it Board of Trustees) and Project for the New American Century." He is also currently on the board of advisors for the Alliance for a New Kosovo. [1]

Before returning to Government service, Carlucci was Chairman and CEO of Sears World Trade, a business he joined in 1983. He was President Ronald Reagan's National Security Advisor in 1987 and Secretary of Defense from 1987 to 1988.

He is Chairman Emeritus of The Academy of Diplomacy and his name has been linked with the Hudson Institute.

Carlucci was born in Scranton, Pennsylvania. He graduated from Wyoming Seminary in 1948 and Princeton University in 1952, where he roomed with Donald Rumsfeld, and attended Harvard Business School in 1954-55. He was a Naval officer from 1952-54. He joined the Foreign Service, working for the State Department from 1956 until 1969. In 1961 he participated in a CIA mission to Congo, in which he helped to rescue US citizens from mobs.

According to James Schlesinger, following the death of Patrice Lumumba, the new Prime Minister of the Congo, Cyrille Adoula, began a meeting with President John F. Kennedy with the question "Ou est Carlucci?" (Where is Carlucci?), who first responded "Who the hell is Carlucci?'" and then sent Dean Rusk to find him.[1]

In the year 2000, a film called Lumumba portrayed him as being involved during his service in Congo in the murder of Congolese independence leader Patrice Lumumba. Carlucci furiously denied the charges, and successfully went to court to prevent being named in the film when it was released in the United States.

During the early 1970s Rumsfeld became Mr. Carlucci's protégé as Mr. Carlucci showed him the ropes. Carlucci was Undersecretary of Health, Education and Welfare when Caspar Weinberger was secretary during the Nixon administration. Carlucci became Ambassador to Portugal, and served in this position from 1974 until 1977. He is still very fondly remembered in Portugal among the winners of the November 25 Coup d'État [1]. Carlucci was Deputy Director of the CIA from 1978-1981, under CIA Director Stansfield Turner. Carlucci was deputy defense secretary from 1981 until 1983 [2], national security advisor from 1986 until 1987, and defense secretary in 1987, following the resignation of Weinberger, his nomination by President Ronald Reagan and his confirmation in the Senate by a vote of 91 to 1. He was reportedly less hard-line in policies toward the Soviet Union than Weinberger.

On January 5, 2006, he participated in a meeting at the White House of former Secretaries of Defense and State to discuss United States foreign policy with Bush administration officials.

Carlucci served as chairman of the Carlyle Group from 1992-2003, and chairman emeritus until 2005. He also has business interests in the following companies: General Dynamics, Westinghouse, Ashland Oil, Neurogen, CB Commercial Real Estate, Nortel, BDM International, Quaker Oats, and Kaman. Carlucci is Chairman of Envion USA, and former director of Wackenhut. He is a co-founder and senior member of the Frontier Group, a private equity investment firm co-founded by David Robb (formerly with The Carlyle Group) and to which Sanford McDonnell and Norm Augustine are senior advisors.
